Lorna Cross

As Head of Corporate Landlord at the Vale of Glamorgan Council, Lorna leads a multi-disciplinary Consultancy, Estates, Facilities Management and Decarbonisation team and has strategic stewardship of a diverse and community‑focused public estate. Whilst her professional background is in Urban Estate Management, Lorna’s role has evolved over the last 30 years, and her remit now covers the full lifecycle of the Council’s building assets—from strategic planning, long‑term asset management and estates strategies to statutory compliance, carbon and energy management, and day‑to‑day facilities operations. Under her leadership, the Council is delivering an estates strategy that prioritises resilience, efficiency, and high-quality environments for staff and residents. Lorna is a strong advocate for collaborative working across the built environment sector and has played a key role in driving more integrated approaches between local authorities, industry partners, and the wider Welsh public sector. She is a former Chair of the Association of Chief Estates Surveyors (Wales Branch) and is Vice Chair of the Ystadau Cymru Board. Her work is particularly focused on embedding sustainability and whole‑life decision making for building and land assets and ensuring that capital investment and maintenance programmes contribute meaningfully to Wales’ net-zero ambitions and deliver long-term value wherever possible. With a background spanning 30 years of corporate property management, service transformation, and organisational leadership, Lorna combines strategic and commercial perspective with a practical, outcome-driven ethos. She is passionate about creating public assets that are safe, efficient, future-proofed, and designed around community need. Her commitment to continuous improvement and partnership working aligns strongly with the principles of Constructing Excellence Wales, and she remains an active supporter of initiatives that promote innovation, knowledge sharing, and excellence across the multi-disciplinary built environment sectors.
